Fiesta ‘68 whirring noise from footwell 30mph+

Hello,

I bought this car second hand in October from a Ford dealership. These past couple of months I’ve noticed this annoying whirring sound that to me is coming from the passenger footwell when I reach speeds 30mph+. I don’t recall the noise been there when I first bought the car but maybe it was and I just assumed it was the car. It’s starting now to get on my nerves and I’m wondering if it needs checking out? I have uploaded a very riveting video to YouTube if I add the link here would anyone be able to tell if it’s concerning or not? It does seem to sound louder on video.
