Thread on engine cover?

Can anyone tell me what the thread thing is on the engine cover? (see photo)

Somebody will be better able to fill in the 'gaps' but those threaded holes are for a 'decorative' engine cover that Ford never fitted . Volvo's S40 is/was a close mechanical relative of the Mk2 Focus (during Ford's ownership of Volvo) Volvo did fit a cover to their models of the time . I got one of those covers , stuck a Ford oval badge over the raised Volvo letters and it looked proper sexy and stopped the screen washer jets peeing on the HT leads etc 
I don't have my old Mk2 anymore but here's a link to that Ford cover that 'never was' ...
