EGR Cooler Bypass Valve Position - Problem?

I have a Ford Galaxy Mk2. There is a DPF soot problem, but when searching for the reason I noticed something about the EGR Cooler Bypass Value.

With the engine running, the desired bypass positon is 0, but the measured value is nearly 100%. This certainly looks wrong, but it's possible that these parameters aren't measured properly.

I have replaced the EGR valve as the original was a bit tired, but this difference is unchanged. i.e. Both EGR valves give the same result.

Is this a red herring, or is there a real problem?

(In the attached images, one image shows the two differing percentages. The others have EGR-valve related stuff)
