MK3 Halogen Headlamp levelling

Was wondering if someone could shed some light on this topic.. 

Recently replaced 1x headlight on a customer's MK3 due to water ingress, however there was no levelling motor in the old light assembly, and nowhere to fit one in the new aftermarket one? 

Inside the car there was a position adjustment for 0, 1, 2, 3 etc but this was completely ineffective in operation for both the original headlight on the other side and obviously the single new aftermarket one. 

I am struggling to get my head around this? Why is the switch there when there are no motors in the headlights?

The "headlight assembly" doesn't include the motor, so the motor is still there - it's just that you didn't replace it.

EDIT I've now seen Tom's post below, and I'm beginning to think that the motor IS inside the headlight cluster, though it must be pretty small.

Why the switch isn't moving the headlights up and down I don't know... but I do know that it's an MOT failure if it's inoperative.

After reading this thread it prompted me to see my cars headlight switch. I forgot all about the push out switch which mine has 8 positions and were set at max height. 

So I'm intrigued where the motor is. I've watched videos how to remove the headlight (well done Ford, way way easier than in my previous Lexus) but did see any signs of a motor.

The leveller must be inside the light cluster as a non-replaceable part.

There is a fuse for the headlight levelling so that's worth checking first.

Definitely was nothing there that could be easily removed. Oh well, old one is in the bin now and it's been for an MOT and passed 🤷

That's what puzzled me, also the fact it wasn't working on the other headlight either. If it was just the one I'd replaced then it would make more sense. There was simply nothing there

Interesting, that might explain it if it's hidden in there and non removable. Probably should have checked for a fuse, oh well, it's passed the MOT and gone back to the customer now 🤷
