Mk1 1.6 2003 revs shooting up when clutch engaged

Hi my son has a mk1 focus 1.6 petrol 2004

63k on the clock, it started rough idling and reving high when the clutch is engaged then bounces between 2-3k, also whilst driving if the revs drop below 2k it’s accelerates by itself

i found a damaged crankcase breather under the intake and replaced also fitted a new pcv (didn’t cure problem)

Fitted a new idle control valve and cleaned throttle body, disconnected the battery over night then reconnected turned on ignition till needles stopped bouncing then started the car and let it idle for 20 mins or so.

car idled perfectly but as soon as I drove it we’re back to square one. Car runs perfect with ICV unplugged but then it has cold start issues

I’ve ordered a tps to try as they are cheap but any help would be greatly appreciated 

also if the car is revved the revs take a few seconds to return to 6/700 rpms
