Focus mk mot failure headlights adjustment motors not workin

Focus 1.6tdci headlight adjustment motor not working. I have changed the headlights and switch for adjustment still not working. 
Is it controlled through the bsi body control  model fuse box. Failed mot because headlights won’t go up or down.  Swapped headlights and switch to another focus all working on a different car.  
If it’s a faulty body control unit can it be swapped and does it need coded in, if so can a topdon 800 do it  

or is there anything else to checkout that could be faulty.
both cars have a power feed going constantly the motor and the other wire has no live or negative when moving switch on both  cars 

I was thinking of trying another fuse box body control unit different part number just to see if the motors move on the headlights. but would this stop the the old body control unit from working again

The head light leveling is controlled by the Body Control Module (BCM) which is a combined unit with the passenger compartment fusebox.

Changing the BCM will require the 'AsBuilt' data to need to be reloaded. I can't say if a TopDon 800 can do that, most people on here use FORScan software on a windows laptop connected via a vLinker FS cable.

Is the problem with both left and right headlights ?

Check fuse(s) in engine bay fuse box.

It’s both headlights motors that are not working. 
not sure if there is a relay for the motor or where the fuse is. 
or if the 2 wires grey. & green/ purple go direct to body control unit.
can I swap 2 body control units over from 2 focus even to check this is the fault or broken wire somewhere or would this lock me out of being able to start the car again. As does it have to be the same part number on both fuse boxes thanks.

Just wondering if i replaced the bsm unit with another one out a car to check headlights motors are working for 5 mins. Will the old bsm unit still work and start the car without having to reprogram it thanks. 
does it have to be the same part number ?

Thanks I will check all fuses 

then swap bcm over on both focus to see if headlights adjustment then works on both cars.
Ford mechanic said I could swap them but the car won’t start but headlights should work. If not it’s a broken wire somewhere. 
car should run again with old bcm back in place with needing reprogrammed. Thanks

This is an ex police car once they go to get rid of the car all there lights are removed checked for damaged terminals I have the same car and had same issues and is there anychance you could upload a photo of the fuse box at engine bay
