Two things come to mind. (1) That looks like just water and not 50% Ford coolant, so the boiling point will be wrong. (2) There is insufficient coolant in the  expansion tank.

With the filler cap removed you can expect to see some bubbles, although there dose seem to an excessive amount. You need to address point 1 and 2 above firstly. Then if the problem continues I'd check for exhaust gases in the coolant which would indicate a blown head gasket.

How do I check for exhaust gases in coolant tank 

was filled to the right level but when running spits it all out the cap hole when removed and if it’s on it just comes out overflow??
