Issue with temp gauge and radiator fan

Hi, I am having an issue with my 2017 Focus 1.0 ecoboost. Recently noticed the temp gauge takes a while to go up to the middle point, and tends to come down randomly. When the A/C is on, the temp gauge won't even go up, when the heater is on as well, it seems to only go up when I drive hard, switch the interior heater but once I drive slower the gauge goes back down.

I initially thought it was the main thermostat but I noticed just this morning that the radiator fan running on low speed (not as audible when the A/C is on) on a cold start, which is a little weird. What could be the issue?

No codes, no leaks, car serviced just over 6 months ago
