Engine Start-up Problem: 2006 S-MAX 1.8 TDCi

My 2006 Ford S-MAX with the 1.8 TDCi engine has been struggling to start up and fire the engine, although it does crank when this problem occurs.

The engine does this problem randomly, but it is more common when it is cold or the car is stopped for more than 2 days. If it has been started in the morning, at noon usually starts with no problems. The process that minimizes this problem is rotating the key to ignition II, waiting for the glow plug light to turn off, rotating back to ignition off, and repeating this cycle about 2 times before cranking the engine to start. The glow plugs and fuel filter have been replaced recently so this shouldn't be causing the problem.

I think it is related to the fuel system and upon some investigation, I found that the High Pressure Fuel Pump has a Pressure Regulator Valve attached to it. My question is if I can remove this valve to diagnose the problem without needing to bleed the fuel system.

I would also like to know if anyone has had this problem or if you have any suggestions as to what might be causing it.
