Think the answer is he needs a different car.

🤣

What spec is it?  I'm sure the pull-down arm rest in the centre of my Mk2.5 had cupholders for the rear seats.

That's a shame, sounds like it must a fairly low spec.  There was never a 'standard' trim level though.  The options are Studio, Style, Zetec or Titanium.

You're not wrong. The interior design of the Mk2/2.5 is vastly inferior to the Mk1/1.5 in my opinion. It's not just the cup holders. The Mk1/1.5 had nice generously-sized door pockets. The ones on the Mk2/2.5 are next to useless. I've always felt the centre binnacle and instrument cluster are pretty trashy, more like something you'd find on a child's toy. Nowhere near as refined as the Mk1/1.5 with it's sweeping curves.

I'd one in Mondeo mk4, but not in Focus mk2.5.
Also, base model (called Trend in Finland) not having pull-down armrest in rear seat.

Original center arm rest does not either have cup holders for rear (like e.g. in BMW)
TUNNEL MID SURFACE FORD FOCUS MK2 LIFT (2007-2011) 8M51R045M62

But there're some aftermarket ones (thus only one cup holder for back) - just Google: focus mk2.5 armrest or focus mk2.5 cup holder

Also one solution for rear seat
