As far as I'm aware, the 'relay' is built into the car's BCM. What is the issue you are experiencing?

Try putting in a new working bulb. Often when one bulb goes (often unnoticed) the other will soon follow, I speak from experience...

As Stephen recommends, put a couple of new lamps in and you will probably be good to go 👍

When you turn the dipped beams on, can you hear a click from the passenger footwell?

No can hear anything

I would guess that's the issue then, on switching on the dipped beam, you should hear a click from the BCM as the 'relay' activates. Maybe water ingress causing issues, the smart folk will tell you what to do now!

Worth checking the switch as well.  Much easier to replace that than the BCM.

My personal next step would be to check the operation of the indicator stalk for switching between dipped and main beam.
