Mk 3 Rear wiper arm replacement issue.

Hi,  the original wiper arm on the back of my mk 3 broke a while back..I purchased an cheap replacement of eBay but that lasted 2 weeks before breaking. I ordered a second hand original ford wiper arm but can't seem to work out why I can't fit it. 

The wiper arm that was sold to me doesn't seem to fit the spindle that is on the car or there isn't enough thread left to put the nut on the other end.

 

Clarification would be greatly appreciated.

I'm fairly sure that the bright ridged ring on the shaft should not be there. I think that is probably from the previous wiper arm (the cheap eBay one).

I expect with just a little persuasion it will pull off and reveal the original ridged cone that is part of the Ford wiper shaft.
