Morning. 

I need a recommendation for a fault reader for a 1999 Mk 4 Fiesta.

I don't have the car with me at the moment to check what port it has. 

It's been at a garage for a month now, and is getting pushed to one side on their work schedule. They just admitted this week they don't have the gear to check the faults, so I'll probably now take it elsewhere, but would like to check the faults myself 

The main problem is it was standing for the best part of two years. Would crank, but not start. Fuel pump and filter was changed, and new fuel put in. Not clear what else has been done.

Apparently it now starts, but is very rough and spewing white smoke from the exhaust, which sounds like a head gasket. Have asked for a block test to be done before making the next decision.

Generally we recommend Forscan but I doubt that has much functionality on a Mk4 Fiesta.  You would probably need to find someone with the actual Ford software from the time which I can't imagine is an easy task.

At this stage I'd just like any lead on why the car won't work. What port does one of that age have?

It has an OBD port.  But generic OBD software doesn't tell you much.  Every garage will have a generic OBD reader so I would assume they've already tried that without getting any useful codes.

As a matter of interest by the way, would it be OBD 1 or 2?

Caveat the post.. it's a 1997 Mk4 

It's an OBD2 shaped port.  But may not be fully OBD2 compliant at that age.

You could give the Windows Laptop version of FORScan a try using the vLinker FS it may at least show all of the generic codes and what few Ford specific codes that were used on the Mk4 Fiesta.
