Speed limiter disengages after start/stop disengages

Hi all, I own a 2017 Ford Focus Titanium X. The car was bought in 2021 in and the speed limiter used to work just fine. At some point the speed limiter was getting automatically disengaged every time the start/stop kicked in. Thinking this was due to the battery reaching its EOL i went ahead and just replaced it. The problem went away for a short while, but then out of the blue it went back to its old ways. 

Fast forward about a year, I started monitoring the battery's charge through the on board diagnostics (press and hold OK on the steering wheel), only to discover that the new battery was not getting above 12.2 volts. So I went ahead and replaced it once more! The speed limiter again came back to life! 

Fast forward a few more months and not to my surprise, the speed limiter is once again misbehaving. 

A few trips to a couple of auto electricians did not show any issues with the alternator and my own tests show that the smart charging system works as intended (charging at around 14.4 volts when the car is in gear and the gas pedal depressed). 

I am now thinking the following:

1. The BMS sensor could be bad. 

2. The alternator is going bad. 

3. There is a bad connection somewhere in the charging system. 

4. There is a bad clutch position sensor. 

Any help is much appreciated.
