LTNs and ULEZs : Inconsistency (hypocrisy even)

I am prepared to accept that LTNs and ULEZs may improve the ambience for some, or even most, of the people living within them, but the point is they negatively affect a far greater number of people living outside of them. They lengthen the journey times of pretty much everyone*, they shift traffic into other people's areas, and ULEZs in particular cost drivers large amounts of money.
So, on balance some of the the people may gain but a larger number suffer, and the punchline is that LTNs weren't LTNs when the residents chose to move in, whereas the negatively affected adjacent areas weren't that busy when those residents chose to live there, which seems a bit unfair to me !

The kind of people who support LTNs and ULEZs are usually the same ones who also tend to think residents should have fewer rights to object to housing developments near them by using the argument that "some have to suffer for the greater good", but that is the opposite of their arguments about LTNs ! And this is all despite the fact those new developments weren't there when objecting residents decided to live there

To me it's inconsistent at best and downright hypocritical at worst.

* why is people's time never considered worth anything ? Particularly so, and inconsistently so, in a society that deems everyone's time (at work) is worth a minimum of £12.20 an hour.....
