Hard To Start From Cold

Hi Folks

I have a prob: with hard to start from cold, the engine turns over about a dozen times before starting, once started it fires up on turn of key with no loss of any power at any stage, if left for 3hrs turns over about 1/2 doz times before it fires up, is there a non return valve on the fuel line ??, have had it on a diagnostic check without success as well as fitting new fuel filter/ plugs ect, and would be greatfull for your imput.
