Yep - it normally sits at 0.1 while idling, turning on aircon/heated windscreen/etc (or pressing the accelerator) increase it.

I've wondered what it was too because its not always there!

I'm sure you've realised this now, but once you start moving it changes to mpg; mpg while stationary isn't of much use!
