Back Drivers Side - External Vibration Like Ruler On Desk

i have noticed that there is a vibration (sounds like a vibrating ruler on a desk) coming from my driver side back wheel area when i go over bumps or even rough tarmac. i have the side skirts (fitted at factory) and noticed that the rear jacking point blanking cover is a bit loose, but cant imagine it being loud enough to produce the vibration. ive had a look at all the usual suspects (heat shield, suspension) and cant find anything obvious..

has anyone else experienced this? i should say it is barely noticeable from the inside but with my window down, its quite loud and if there is a wall for the sound to bounce off into the cabin, its loud enough to hear over normal conversation.
