Fiesta Spare Wheel.

I have a Fiesta Titanium 10 plate, came with a tyre inflator kit not spare wheel. I have aquired a spare wheel and the relevant tools and stowage kit. Silly question, does the wheel go in the boot first and the kit on top or vice versa? If wheel on top, why does the polystyrene gizzmo have a cut out just the right shape and size for the metal lug that the securing bolt to screw into? Said it was a silly question, but then I am a woman.
