Ford Focus Mkii Tow Bar -Chassis Problems

hi, i am looking for some advice on how to fit a tow bar i have bought on eBay. i have tried removing the bumper but sadly the bolts and nuts in the wheel arches are rusted and are spinning the bolts,but thats not my biggest problem. i have looked under the car and where the rear crumple barrier needs to be removed it is joined to the chassis by two flaty end plates,one of which sits on the end of the chassis the other one sitting one the end of the crumple barrier.once the barrier is taken off the end plate of the chassis would be in the way of the tow bar arms running along side the chassis.

and help would be greatly apprreciated
