Handbrake Not Working On A 02 Focus

hi everyone, i have just bought a 02 plate 1.8 tddi (90) focus, and the handbrake is not holding the car, i have checked brake shoes which seem like new , no leaks from the brake cylinders, drums seem fine, adjusters working fine, the cables are moving and i have adjusted the cble next to the handbrake lever, the handbrake will work a bit but will not work enough to hold the car on a hill, any help would be much appreciated thanks.
