"flapping" Noise When Braking - Fiesta Mk4 1.25L

For the last few weeks my Fiesta (1997 1.25) has been making a strange nose from the brakes. I describe it as flapping as that's the closest sound I can think of. It's definitely not a constant grinding noise. It happens when I brake and slows down as the car slows. I only notice it at slower speeds but this could be the engine masking it at higher speeds. Also, it doesn't happen every time, though it is more often then not.

I've had the wheels off but the front discs/pads look OK and nothing untoward on the back though I haven't taken the drums off (don't have access to the tools).

Any ideas?
