Cold Start Issues.

Hi all, I've been having cold start problems since just before winter started in 2012. Its been starting ok if i warm the glow plugs up a couple of times but around Jan 2013 it seemed to be getting alot worse. I had the glow plugs changed which didnt make much differences and the this morning and yesterday I couldn't get it to start. Its only been a very light frost these last 2 nights whilst when it was -10 it started. I've checked the battery and alternator, both of which are working fine. Could it be an injector or the recoil? There is also a small tear in the rubber/plastic air flow pipe, not sure if this will affect the cold start?
