Springs Or Shocks?

I just noticed that my front tyres are rubbing the inner arch liners on the inside edge of the tyres so badly that im down to the threads. Im assuming they are touching when on bumpy sections.

On the drivers side the wheel is closer to the arch than the other, they both seem to be too low for standard setup.

The car still drives great in the corners and there is not knocks or noises, so im wondering if its just the springs or more likely them and more?

Any one know what the distance between the tyre and the top of the arch is meant to be on a 2003 1.8 diesel sport by any chance?

I checked earlier on and the springs are intact. I did notice before i got two new tyres on the front today that the fronts had been 215/45/17 and not the same as the rear which were 215/40/17's.

So i changed them to 40's hoping that is what has been causing the slight rubbing of the inner liners.
