Fusion Cooling Fan Problem

I have a 2003 Ford Fusion 1.4 59kw petrol. A while back I replaced the catalytic converter, but before I had the codes read. Other than the P0420 I got two other codes. P0646- Air conditioner compressor relay short to earth (the car does not have AC) and P0693- Cooler fan stage 2 short to earth. They erased the codes and they haven't come back since. But I have a problem with the cooling fan. The car never shows above normal temp, but the fan does not come on. I just ran the coolant temp up to 105 degrees celsius (measured with OBD scanner), but the fan didn't come on. Now, the car is hot and when I turn the engine off, the fan comes on for a short time.
