Ford Focus 1.8 Tdi 1999 - 2 Issues- Help Please

Hello,

i have a ford focus 1.8 tdi 1999 that i bought recently i've just realised the the jet washers don't spray i hear the motor but no water comes out and neither do the wipers go across the screen.

2nd issue is that i was told the clutch is slipping and is a little high, it does slip a little but upon opening the bonnet i've just noticed that this plug pictured and circled in red was off ? can someone tell me what this is.
