ford focus 2003 blows the fuse fuel pump issue HELP PLEASE

I have been having issues with my ford focus 2003 of late 85000 miles. The car will not start and the garage charged me £162 just to look at it.
This is what happened I drove to the garage to book an mot then found I could not start the car at the garage then asked the garage engineer to look at it he spent 2 hours trying to get it to run swapping fuses and relays and looking at the back seat where the fuel pump is and he even was looking on youtube and printing guides out to figure out what was wrong to no avail.
 
He then had my car in for 2 days he told me he had spent 3 hours on the car and was trying to figure out what was wrong he told me he had unplugged the cables and replugged them in he said he was having issues with getting no voltage or very little. 
 
I talked to him at length trying to get a proper answer from him basically he has spent 5 hours on my car knowing what the fault was but the only answer he could give is he said my pump might be on its way out. Not much of a answer or justification for charging me all that money for him to say I don't know what causing the issue. All he has done to get the car running is plugg the wires out then back in  and put a new fuse in.
 
one day later the car stopped outside the fuel station will not run at all asked the garage to pick the car up as its only 5 minutes down the road as he had seen the car the day before. He refused to come out giving me excuses had to call out the break down cover guy he replaced the fuse and the car started up again.
 
Any suggestions guys? I have only done 20000 miles in the ford focus. The car is worth about £500 if that is it really worth having it repaired at a ford garage rather than go back to this family run garage where the guy had no real clue to what was causing the problem.
