failed MOT, central rear Seat belt retracting mechanism defective (5.2.5b), what exactly does that mean ?

Took car for it's MOT yesterday, it failed on 

offside front Seat belt affected by a damaged seat frame (5.2.1b)
central rear Seat belt retracting mechanism defective (5.2.5b)
offside Front constant velocity joint gaiter damaged to the extent that it no longer prevents the ingress of dirt etc (2.5.C.1a)
nearside rear Brake pad(s) less than 1.5 mm thick (3.5.1g)

 

I don't understand what  central rear seat belt retracting mechanism defective means ?  I pull the belt and it slides back in fine imo. what exactly does that mean and how would one go about correcting that ?

Does it lock if you pull it sharply (the rear central belt)?

You'll need to replace the inertia reel, if the retracting mechanism is defective. They're not serviceable items.

You can get them quite cheaply from a breaker or off ebay, for around £15-£40 mark.

If you've got a Haynes manual (No. 4807), it's section 11 Bodywork and Fittings, sub-section 27.18 onwards and you'll also need sub-section 26 as you have to remove the rear seat backrest.

In case you haven't: I've scanned some pages and highlighted the appropriate sections.

You'll need a torque wrench, and some thread locking compound, like Loctite blue 243) when you reassemble. 

The torque settings for the inertia reel mounting bolt is 35Nm (26lbf.ft) and the rear centre lower anchorage mount is 55Nm (41lbf.ft)
