Focus 2012 TDCI Poor Fuel economy

Hi everyone. I have been reading posts on the site for over a year and never posted up until now but need some advice. My car is only returned 36MPG around town and 39 MPG on a motorway run (sat at 65MPH, no air con on at all). The car seems to run ok, no signs of lack of power or anything. What could be the cause of such poor MPG? I have tried avoiding supermarket fuel and have been using shell for the past 2 months. It’s just had a full service, fuel filter included and nothing has worked. Local garage ran a diagnostics which showed no errors. The only thing that Is wrong with the car that I am aware of is the fuel gauge even when filling the tank does not rise above 3 quarters of the way. Could this have something to do with it? Any help and advice I shall really appreciate it. Car is a focus 2012 TDCI 115.
