Many Ford fuel filters have an in-built heater, that is thermostatically controlled. It is powered all the time the engine is on. If the stat is faulty it could be overheating. It might need a new filter housing if the heater is not available as a spare. Or if there is a fuse for it, or relay, (The Focus has both), that could just be removed.
