Ford Focus MK1 TDDI Power Steering problem.

Have a mystry problem with the power steering on my car. any advice will be appreciated.

4 years ago changed the Steering Rack. Had to have a new High Pressure hose at the same time. Suspension geometry is correct. Shocks, mounts and bearings all new. Correct fluid used. I have fitted 4 Power steering Pumps so far and 3 Racks !! Fitted a new Steering column and coupling too. According to the Ford Dealer, there is a power steering pressure Switch that, I should look at. Can not find a plug for such a Switch, there was no Switch to begin with. Ford data must be wrong.

Why is the Steering stiff? I have a good Machanic also myself have a good knowledge of Cars. Can not solve this problem.
