looks complete to me it could do with a good clean out and adjusted check your manual if you have one

from the angle of the lever it looks like the automatyic adjuster (below the hydraulic cylinder) needs adjusting up.

when that pic was taken was the handbrake lever in the car up or down. presumably down.

It looks from the pic like the automatic adjuster has not automatically adjusted itself up and then the cable adjuster at the other end of the cable has been adjusted up to compensate for / mask the real problem.

Of course I can't be certain just looking at this picture but it looks like what needs doing is:

slacken  handbrake cable adjuster a bit. manually adjust up the shoe adjuster (below the hydraulic cylinder) as far as you can that still allows you to slide the drum on over the shoes.

Make sure you don't do it too far and then force the drum on as the shoes may then rub and it might make the drum hard to get back off.

When drum is back on, push the brake pedal up and down a few times.

Then check handbrake lever travel inside the car. IF comes up too far then use the cable adjuster.

Of course I can't be certain just looking at this picture  - so disclaimer applies.

It would be good if other readers of this could comment if they think I could be right or wrong - I won't be offended

Looks ok and i agree with @isetta and @dezwez . Do good cleaning and adjust automatic adjuster.Check at end if the wheel can turn freely in the air.

How do I get the fiesta rear drum back on when the adjuster is backed right off

You will have to push brake cylinder pistons in as well if drum don't slide on. Remember to undo bleed nipple to compress cylinders.

Strip down and clean everything. Ensure the thread on the adjuster is smooth and moves freely. The handbrake is crap because its travelling too far.

The shoes need to be centralised, I usually tap them with the end of a wooden handled hammer until the drum slides on. If your brakes look like the ones in the photos with the handbrake off then it is far too tight and your brakes will never work properly. The lever should rest against its stop when the handbook is off and make sure the adjusters are the right way round if you had them off.
