Fiesta 1.3 mk4 weak rear brakes

My rear brakes failed the mot for being weak I've now replaced the shoes drums slave cylinders master cylinder got a good firm pedal the servo checks out ok yet if I put a wheel brace on the wheel nuts while pressing the brake pedal I can turn the wheel, the handbrake is better! I'm looking at replacing the regulators now but I'm not convinced they're the problem as they're on separate circuits and unlikely to fail at the same time, and they're over £50 each!! Seriously considering cutting my losses and scrapping it now, but have overspent on a car that cost £450 three years ago , any help would be much appreciated

 



The brakes should be ok now. Just make sure that the shoes are roughened up with sandpaper if you use the old ones. 

There is a lot less force on the rear drums. If they glaze over then sandpaper can roughen up the drums and shoes to make them work better.
