The counter isn't the old fashioned moving coil meter. I think it is a stepper motor. It appears to be working properly but 180 degrees out. It ought to respond to being stripped down and the needle moved back to zero, surprisingly enough. It is worth a try, for sure

Yes like tom said, you need to reset the needle back to zero, to do this you need to remove the cluster, pull out the needle and put it back in at the zero (don’t just try and turn it back)

No! It should be possible just to turn it back. It is a motor, not a meter and it has glitched out of phase. Pulling the needle off risks damaging the needle, shaft and dial face. Try turning it back first. If it stops, don't  try to force it but read up how watchmakers remove hands before continuing.
