poor battery cold whether voltage drop - diesels need good battery to crank due to higher compression in cylinders.

If it is cranking over at normal speed, then air ingress into the fuel line from tank via filter to the pump is a good suspect. Even a little air seeping in here will make for extended cranking on starts, or no start at all. These pipes are almost always under suction, so you are not likely to see fuel leakage, and even a tiny crack, or damaged gasket in the filter, can allow air in.

At temperatures above about 15C, glowplugs make little difference in this engine. Slow cranking can give poor starting, especially if engine compression is a little low due to wear. Wires (Battery & Earth), solenoid, starter motor, can all cause slow cranking, as well as the battery.
