Our Son's car has exactly the same place 😳 He was always touching it in but it was getting worse so decided to look further, so he removed the road wheel & wheel arch liner, then loosened off the corner of the bumper, to his amazement the rust was really bad, the cause of this was the bumper edge itself, it was a tight fit to the body and had eventually due to movement, the bumper edge had rubbed through the entire contact point until it was bare steel, then it starts to rust, the rust gets under the paint and eventually can be seen as a small rust spot but reality the rust was the size of two 50p's behind the bumper edge.

The plastic part which was on the body has now been trimmed away so there's no more contact.

If you mean the Ford corrosion warranty, I doubt it. I believe even to get the corrosion warranty, the metal has to hole through and has to have been inspected every year at the dealership when having a service.

My old Ford Focus wheel arches scabbed badly and the Ford Dealership wasn't interested. Was quoted around £300 to have them sorted out with no guarantee the rust would not come back again within 12 months.

I never had it done before trade in.

That's why I never said anything 🤐 I got bit with this when I spotted rust at the bottom/ends of the front sills, Ford put it down to stone chipping and wouldn't do anything other than offer me a paint touch up set [at my cost]
