2014 Fiesta non start with good battery

Hello, I've read other topics similar to this but I'm having another issue I can't nail down. I have a 2014 fiesta SE with a 1.6L with automatic. 

The car won't start, no dash lights or radio, and there's this rapid tapping noise coming from around the instrument cluster. 

The car was sitting for awhile when the issue started so I replaced the battery as well as cleaned the terminals and leads. I also changed the batteries in the key fobs. The first time this happened I put a new battery in and it seemed to fix the issue. The second time is when I changed the key fob battery and it seemed to fix the issue. I've checked my fuses for continuity and they're all good. The rapid tapping noise only stops when the #7 fuse is pulled from the passenger side box or the battery is disconnected. The tapping happens with or without a key inserted. The voltage on my battery is 12.5v and the battery is less than 6 months old. What might be causing my issue? Bear in mind this has happened 3 times in the past few months but has taken over an hour to get the car started each time and seems to last until I let the car sit for more than a few days. I've checked the battery each time however and it hasn't been low.
