Accident damaged back bumper

The back bumper/spoiler of my fiesta has been pulled away, has some large cracks, along with one fog lamp.  It was a low wall, no other vehicle involved.  
it’s been pushed back into place but still had a large gap and looks pretty bad. 
police in attendance checked it over and said it was safe to drive with no mechanical problems.  

Is it legal to only have one working fog light?

do I have to repair the bumper today? What are the legalities and is it a costly job to replace it?

As the bumper is sticking out it would be considered a hazard I reckon. Over the years all the bits on cars have been modified for safety in case it injures a pedestrian. It might be safe from the point of view of not falling off into the road. You’ll probably get pulled over eventually with it like that.  Law only requires one fog light, it must be on right or in the middle.  I thought these fiestas only had one, the left being a dummy light, at least that’s how mine is

Not sure how it posted twice.  Anyway - won’t bumper clip back in.  On my mk6.5 previous car I had a light bump in rear and it came adrift and I managed to clip it back in. Yours is worse but I can’t tell if anything is actually broken. If you want it to be usable but not so concerned about looks drill a hole through bumper and car body with a long bolt with nyloc nut on it. Have the bolt head at bumper end so you don’t have longer end of bolt sticking out in hazardous way. This is what I would do in short term at least if I want to use the car

Cable ties and duct tape are your friends here, as far as making the bumper secure (and eliminating any protruding edges that might injure a pedestrian) goes. And one fog light is better than none, though you probably won't need to use it. I'd remove the broken fog light as much as I could (or tape over it) so they can't say you're driving with a defective light. 

You won't get in bother with the law as long as it looks like you've made an effort to make the damage secure. Any good copper knows the difference between a rolling deathtrap, and a vehicle that's had a little bump.

It looks like the damage to the O/Ps fog light is on the right hand side which is a problem 😟

Sorry to be late to the party. Your bumper is probably toast to be honest. It is bolted to the car at the top two a pair or T25 bolts just next to the inside bottom edge of the lights, once your boot is open. It is clipped into two black plastic mouldings riveted to the back panel. These are the clips on the side everyone talks about and also the black plastic "ears" that poke out just at top of bumper in the arch. there is also an 8mm bolt in each rear wheel arch hidden by the inner cover which itself is held by two plastic clips. Finally, you have another plastic clip under the bumper on the left. If it's hanging off it's pulled through these bolts so will be damaged. 

To fix, get online and look for your closest breaker for a back bumper. Halfords for a can of matching paint. The bolts should be still there. T25, 8mm and a flat blade to prize the centres out of the plastic clips. If you are lucky, and I mean lucky, the black moulded parts will not have snapped their lugs. If they have (most usually do, then it's a visit to the Ford dealer for another pair, and a pack of 10 rivets. I removed my tidy bumper to swap it for one with parking sensors and I broke 3 of the lugs in the black corner mouldings whilst trying not to..

I find it funny that you ask these questions and then don't check back to see if there are any answers. So if the answer is/was yes you most definitely must repair your bumper today then if or when you check back in it will be a bit late. Also if it is the offside rear fog that is broken then yes that is illegal
