    could it be stolen parts that have been used to repair it sometime

    I think they mean there's a 'theft alert' that's triggered the immobiliser system.  Common symptom of the Mk2 cluster fault.

    Yep, as TomsFocus says, common instrument cluster fault, send away to be re-soldered
