Intermittent fuel pump problem (petrol)

Hi guys I'm having an intermittent fuel pump problem on a mk3 petrol mondeo 2002 but due to health issues i am unable to drop the fuel tank to sort it. Too old and fat i think. So i was thinking make the hole under the rear seat bigger.

Is it permitted to cut the hole that is under the rear seat to a size which allows the removal of the pump whilst still on the vehicle this i could manage i think.

The problem i have is sometimes when i turn the ign key i dont get the humming from the pump ive checked the fuze and relay and they are ok so i am leaning towards the pump being the culprit.

I would appreciate any help with this matter.
