1.6 FOCUS TI-VCT without power for accelaration

Good afternoon to everyone, I own a ford focus 1.6 2006 115hp  TI-VCT petrol engine  (gas). 
There is an issue which the mechanic could not solve. After turning on the engine (cold start) the car's performance is decreased (low/bad), if I turn off the engine and turn it on again then the car's performance is normal. 
The mechanic checked it, changed the timing belt and other stuff but the issue remains.
What could be the cause of this issue? How can it be solved?

Find a new mechanic.

It seems a complicated problem, what could be the cause of this?

have you had the codes read

Give the dash a whack just above the instrument cluster and look for reaction from it. ignition on of course.

Also look for dampness around the GEM/Fusebox in front of the glovebox.

These are 2 common faults on your model well documented on this forum.

Appart from that you’ll probably need the obd codes read to investigate further.
