Thanks again all for your help. Figured I would come back and explain what the problem was.

Ford Dealer- "After replacing refurbished PCM, vehicle now communicates but still has no crank no start condition. After checking VREF circuits, found DPFE sensor is internally shorted causing original VREF and network to drop off causing failure of original PCM."

Tech left the bad sensor unhooked and I installed a new ($95) Carquest sensor and car runs again.

Couple weeks before the problem, I replaced the DPFE sensor (I accidentally broke the original one by leaning on it with my arm while doing brake master cylinder). I ordered the sensor off of amazon ($20). 

I guess that's what I get for being cheap on that part. I would never guess a shorted DPFE sensor could cause such a big problem.

I was eager to know what it looks like inside of the bad sensor, so I took it apart and took a few pics for reference.
