2009 Ford Focus Drum Brakes - Handbrake usage while driving

Recently did the drum brakes on my 09 Focus, they have been adjusted and fully broken in. However I noticed the handbrake still doesnt 'lock' the back wheels. It will happily hold it on a hill no problem, but I can pull the handbrake up fully while driving and it just slows the car down gently rather than locking the back wheels up. Not sure if this is just how they are or there is something i've missed. Not a big issue but would like to know if they should lock up or not when pulling the hand brake while driving.

They won't lock while driving.

I can confirm they won’t lock while driving and only gradually slow the car down. 
 

I tried pulling the handbrake to clean mine recently due to them making a quiet noise that sounds a bit like a choo choo train while braking. It didn’t work though, the slight noise is still there. Guess mine need cleaning out properly.
