Having served on a parish council, it does tend to be the vocal minority that get their way (and this is not just my view!).

    You can actually see that in action on, 'Clarkson's Farm' when some local Councillors nearly lost their minds at the thought of Jeremy having a restaurant serving the food that he produced on the farm!  Also objecting to his farm shop which also sold his own local produce in addition to other items like T/Shirts advertising Diddle Squat that were produced elsewhere! Imagine them having a say in what your local Asda sold LOL
