Dashboard light issue when starting?

Occasionally when starting the engine on my 64 plate Ford Fiesta, all dashboard lights will show up for about 5 seconds as well as the speedo and rev needles jittering, then everything will suddenly return back to normal. I've noticed that when this happens, the temperature gauge on the dash will stay at zero instead of increasing to the halfway point like normal.
It's happened once where 1 light (the orange wrench icon) will stay on after all other lights have gone off and a warning sound began to ring. Restarting the car caused this issue to go away.
I'm guessing this is some type of electrical problem, and I haven't noticed any type of pattern of when this issue occurs.
