I have a 2013 Ford fiesta with flickering lights.

I took it to a autozone or advanced auto parts. Had the battery and alternator tested. It showed up as nothing wrong with it, but the lights continue to flicker the lights on the radio, the lights on the dashboard, so does anybody have any idea how I can track down the actual cause of this? If it could be the starter the battery the alternator the resonator in the alternator I don't know nothing about cars so where can I take it to find out to track down the problem or could be a fuse or wiring issue. Idk if this is the the 19S28 Recall?

Is it just all the dash lights or dipped beam as well? I’m assuming it’s a newer shape fiesta?  Not an issue with the instrument cluster? Like the mk2 focus has issues with.
