P0251 fiesta 1,6 2010 no start

hi, i have a problem with my fiesta, the car wont start. The car was diagnosed at ford workshop and the mechanic told me that it could be either pcm or the metric valve at hpfp. Both pcm and metric valve was changed. I programed the pcm and the car started and drove for about 5 min, there was alot of air in the fuel system. The car dosent start now, i was trying to bleed the fuel system but there is no fuel in return lines. Changed the filter too with original ford. But no fuel is going out of the filter. Im really confused, i can delete the code, once i start it on starter fluid the code comes back and still no fuel in return lines. If anybody got an ide of what this is please help me
