My van got pinched after I dropped the key near it, got it back missing the remote key. (Using the spare)

I need to change the lock and keys and have ordered a lock set arriving tomorrow. My mechanic brother says about “shear bolts” my question is will I need them to fit the new ignition barrel?

You shouldn't need to remove the ignition lock in order to just change the barrel.

On a 2013 vehicle it may be possible to use FORScan to delete the missing key from the vehicles memory.

Are you familiar with forscan? Am I right in thinking I would need to erase both keys, change the barrel, then program the new key? Or can I just swap the barrel. Programme new, then remove the old ones?

Yes.

The only way that keys can be added or deleted is if all keys (and there maybe more than just two) are deleted and then a new key plus any remaining old keys are all added at the same time.

So I’m safe to remove the keys on forscan. Disconnect forscan. Change the barrels, them programme new keys? 

I do have a locksmith coming Monday to make a new remote key but would like to use the van the weekend that’s all! It’s a Saturday morning job!

You need to delete the keys and programme in the new ones at the same time. You can do it before or after you change the barrel, it makes no difference.
