Heater blower issues

Hello I’m new this but thought I’d join to see if I can get some guidance on an issues please. I have a 2011 fiesta diesel and my cab blowers are useless. Whether on setting 1 or maximum there’s hardly any flow coming out of vents. The air heats up still when engine is warm and is cold when air con is on but just no power to it. I can hear the fan blowing more each time I increase the dial but again next to no air coming out of vents. Have changed the cabin filter which looked like it had never been changed before as was black but has not resolved issue. Have ordered a new heater blower resistor as my next trial and error but I thought maybe someone knows where I’m going wrong or even better exactly what is wrong with my blower? Also when I select where I want the air to come out from eg the dash into my face, the footwell vent gets the air flow. No matter what one I select I get nothing from the dash vents. Sorry it’s long winded but wanted to get as much detail as possible. 



Sound like it's a problem with the air flow actuators on the HVAC not the fan
