Clutch delay mk2 focus

Hi all! I have a mk2 focus Ghia 1.6 petrol. The clutch feels strange to me, if I lift the pedal quickly it's as if the hydraulic pressure is trying to play catch up, this means if I change gear and lift to quickly it causes the clutch to drag. The clutch is barely a year old and I have bled it over and over to make sure there's no air theres also distinct hiss that only happens if the clutch is raised rapidly. I've been googling around and a "clutch delay valve" keeps popping up as a possibly cause though ots a generic answer and not vehicle specific. Just wondered if these have one and if its possible to remove or modify it to help the clutch behave more quickly (if this is the cause of my symptons) l
